Commissioner Roger Goodell
The NFL settled the Rams' relocation case with St. Louis in November by paying $790 million. The NFL will soon decide how much money the Rams will pay.
Commissioner Roger Goodell will preside over a hearing shortly to resolve the division of financial obligation between the Rams and the other teams, according to a league source with knowledge of the issue. Without a formal hearing, it's feasible that the issue will be settled between the owners.
Stan Kroenke, the Rams owner, consented to pay his partners' legal fees for the transfer. Some business owners think that goes beyond just legal fees and also covers the sum of any settlement or award. The technical language of the indemnity provision appears to support Kroenke's viewpoint, which he has said is incorrect.

According to Kroenke, the Raiders and Chargers' attempts to convince the owners to pick their proposed joint venture over Kroenke's stadium in Inglewood served as the model for the St. Louis case.
The league has already withheld approximately $250 million in payouts that would have gone to the 31 other teams. If the $790 million settlement is divided 32 ways, each team would ultimately be liable for $24.68 million.
